There ofcource are some kinds of programs that configure the
enviroment (as the dhcp client) that does have to work with the
envrioment and configuring the resover according to the os. These
programs has to change the was the os finds it's name server. But then
as some system doent have /etc/resolv.conf one can not rely on that
being the one way to go. Program that change the configurations of a
system ofcource has to know HOW to configure the system. But these
programs are in most cases someting tied to the system. Canging
/etc/resolv,conf and having nsswitch,conf pointing to nis+ is useless.
(If you happes to have a bad Solsris machine). Some other system use
envrioment variabels instead of /etc/resolv.conf, ofcource this dhcp
client code will not work on that system but that there options to
configure the rest of the network is still not standalize sothe
program HAS to be ported to the os in anyhow.

And yes it's possible to have a working unix machine without /bin/sh
that just becames a little harder to install programs then :) and some
libraries may have to be modified to reflect this change.
