This is exactly correct.

I would personally hope that people would first bring up any possible
license issues with ports by contacting the maintainer of the port
(http://www.openbsd.org/ports.html#Help).

The ports team will handle it as they have experience in

        - deciding what's an issue and what is not
        - how to discuss licenses with the authors if it seems necessary
