No.  QUOTA is in GENERIC kernel, which means you don't have to
do anything unless you are already using your own custom kernel.  
If you are using your own custom kernel, then you should know how
to compile your own kernel, but you might want to read 
http://www.openbsd.org/faq/faq5.html
anyway.  You don't need to do anything with Makefile.i386.
