My understanding is that the whole reason for the OpenSSH project in the
first place was to get around the original SSH's goofy licensing
requirements.  So yes, you should be able to use it for anything you
want.  But of course it's your own responsibility to read and understand
the licensing, I am not a lawyer, blah blah blah.

Not really, unless you can get the admin of the POP server to cooperate
by installing something like stunnel.

Just about anything, but probably not the type of processor.  We'd need
